Councillor Sean Matthews is the newly elected Leader of Lincolnshire County Council and the Reform UK Group, following Reform UK’s historic victory in the 2025 local elections, where the party secured 44 of the 70 council seats and gained overall control of the authority for the first time.
Sean represents the division of Tattershall Castle and brings a wealth of life experience, having retired from a distinguished career in royalty protection with the Metropolitan Police seven years ago. Now living in Lincolnshire with his family and grandchildren, he is deeply committed to public service and dedicated to making the council work more effectively for local people.
Sean’s leadership marks a new era for Lincolnshire County Council. With a clear mandate from voters for bold reform and practical change, he has pledged to work tirelessly to deliver on the promises made during the campaign — prioritising transparency, efficiency, and local empowerment.
He is joined by Councillor Rob Gibson (Spalding East) as Deputy Leader. Together, they are leading the formation of a new administration and executive team, setting out a fresh and ambitious vision for the county’s future.
Cllr Matthews has described the opportunity to lead the council as “an honour and a privilege” and recognises the significance of what Reform UK has achieved. His aim is to ensure that the voice of every Lincolnshire resident is heard and that local government is responsive, accountable, and focused on real results.
